MIIT: Autonomous Vehicles to Achieve Large-Scale Application by 2030! Moving Towards a World Automotive Power!

[Autohome News] On September 11, the Ministry of Industry and Information Technology (MIIT), jointly with the National Development and Reform Commission, the Ministry of Public Security, the Ministry of Transport, the Ministry of Commerce, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the State Administration for Market Regulation, and the Cyberspace Administration of China, recently issued the *“15th Five-Year Plan for the Development of the Intelligent Connected New Energy Vehicle Industry”* (hereinafter referred to as the *“Plan”*). The *Plan* proposes one overall goal and four specific sub-goals, pointing out the direction for the development of the intelligent connected new energy vehicle industry.

● One Overall Goal:

By 2030, the advantages of China’s entire industrial chain for intelligent connected new energy vehicles will be further consolidated, entering the ranks of the world’s automotive powers. In the domestic market, the share of new energy passenger vehicles and commercial vehicles in total new sales within their respective fields will reach 70% and 40%, respectively. Vehicles equipped with autonomous driving functions will achieve large-scale application.

● Four Sub-goals:

1. Improvement of Key Technologies: The average fuel consumption of passenger vehicles will reach 3.3L per 100km, and the average power consumption of pure electric passenger vehicles will reach approximately 11.5kWh per 100km. Highly autonomous driving will be realized in scenarios such as highways, urban expressways, and certain urban roads.

2. Optimization of Industrial Structure: Overall labor productivity will increase by 15% compared to 2025. A number of vehicle manufacturers ranking among the top ten in global sales and auto parts enterprises ranking among the top 100 globally will be cultivated.

3. Enhancement of Internationalization: The international capabilities of automotive companies will be strengthened, the reputation of Chinese automotive brands will improve, and the influence in the formulation of international standards and regulations will increase.

4. Strengthening of Economic and Social Benefits: Consolidate the pillar status of the automotive industry in the national economy, achieve carbon peaking before 2030, and drive the green and low-carbon transformation of the supply chain.
